John Doyle (1797-1868) was a painter and engraver. He spent nearly 10 years studying the portrait, first in oils and then lithographs. Then, for about 20 years, produced a series recorded 900 English political satire. If the image is an oil, no doubt, will be one of his earlier works. Unfortunately, I have no photos of his works in all, if identity remains a mystery me. I suggest you contact the curator of art in your local gallery or museum and show. Another option is to take a picture and send JPEG Conservatives museums that have more of his works … if you have a few phone calls. Good luck. EDIT.
